The Environmental Protection Agency (EPA) passed rule 40 CFR Part 745 that requires contractors and owners of residential properties, schools and daycare centers to take significant care in renovating and monitoring work performed on these buildings if they were built prior to 1978 to mitigate the hazards of lead present in building components. Before being banned in 1978 lead based paint was used on over 38 million homes in the United States.
Lead poisoning has been shown to cause learning disabilities, reduced IQ, behavioral problems, affects developing nervous systems in children and is deleterious to many adults as well. Breathing lead-laden dust is commonly the way children and adults ingest this toxin, but it can be harmful in many other forms such as chips, flakes or other contact.
As a result, the EPA is requiring contractors and owners who will be disturbing suspected components that contain lead be trained in the procedures for mitigation of lead containing materials. Some of the requirements will include sealing off interiors of buildings, covering floors, using tools equipped with vacuums, wearing protective equipment such as masks with HEPA filters and notifications to occupants and neighbors.
